This case study examines the context for and development of smoke free legislation, preparation for implementation, the role of key partners, enforcement and compliance, and lessons learned. Overall tobacco use in Punjab and Haryana is lower than the national average of 57% of men and 11% of women. In Chandigarh, 17% of men over 15 and <1% of women smoke tobacco. This is lower than the national average of 33% of men and 1.4% of women.
